Ms. Sweet is an experienced environmental manager, specializing in multi-media facility environmental compliance for industry, commerce and government. She has conducted air quality, waste management, hazardous materials and risk management planning projects and EHS auditing for natural gas and biomass power plants, for petroleum products, chemical, aluminum and glass industries, for waste management and semiconductor facilities, for Department of Defense remedial action sites and for USEPA Regions IX and X.

Example of recent project experience include:

  • BAAQMD operating permit compliance program and thermal oxidizer source testing support for soil vapor extraction (SVE) operations at a manufactured gas plant remediation site in the San Francisco Bay area. During site closure operations, consultation service included Cal Air Resources Board registration and recordkeeping of portable diesel engine and diesel equipment and management of excavated water under DTSC rules.
  • Permit acquisition for Georgia-Pacific Gypsum’s Antioch wall board manufacturing plant for dredging on the San Joaquin River with the Sacramento District USACE, USF&WS, NMFS and the Central Valley Water Regional Board; and for USS POSCO Industries for dock dredging and dock fender system repair on the New York Slough estuary with the Dredge Materials Management Office (DMMO), the SFB Regional Water Board, and the SF District USACE;
  • Facility siting, hazmat reporting and BAAQMD operating permit, source testing and operations planning for a medical equipment sterilization startup in the San Francisco Bay area with toxic air contaminants.
  • BAAQMD Operating Permit for a new yacht repair facility using a diverse range of vessel coating products in Sausalito, Marin County, CA.
  • Diverse EHS management services over a 5-year period for a large, petroleum coke marketing facility; development of an environmental compliance program that included DTSC tiered permitting and excluded recyclable materials management; storm water plans; a shoreline revetment project; construction waste testing and management; SB14 reporting; and drafting H&S procedures to acquire Cal-OSHA VPP status.
  • Over 100 environmental compliance audits to improve environmental performance at industrial manufacturing plants, refineries, military bases, hazardous waste TSD and research facilities across the United States over a period of 20 years. Evaluated areas of noncompliance, and developed corrective action plans for these facilities. Performed facility ESH and ISO 14000 verification audits for vehicle airbag manufacturing, plate glass manufacturing, medical instrumentation assembly facilities, and a wood waste power plant over the past 5 years. Audited RMP/ PSM /CAA General Duty Clause, and hazmat management programs for wafer fabrication and automotive sensor test facilities;
